产学研相结合是现代高等教育发展的一个重要趋势，是提高人才培养质量和科研水平以及增强学校办学能力的有效措施。旅游院校产学研三结合的形式应由市场经济环境的客观需要来决定，可以考虑多种形式。同时，产学研三结合还应注意三个方面的问题     

On the Scope for International Tax Cooperation: The Role of Capital Controls

Tax competition between independent authorities is known to lead to inefficient outcomes, implying there is scope for cooperation. In an international framework where the authorities are national governments, the undesirable features of tax competition may alternatively be mitigated by imposing restrictions on international capital flows. Using a two-country model it is shown that capital controls may fully remedy the adverse effects of tax competition and thereby render tax cooperation superfluous. In more general cases, however, capital controls have some undesirable side-effects, leaving room for cooperative actions. Moreover, the mere option of imposing capital controls may promote the implementation of tax cooperation.

Production Efficiency of Jasmine Rice Producers in Northern and North‐eastern Thailand

The paper jointly evaluates the determinants of switching to Jasmine rice and its productivity while allowing for production inefficiency at the level of individual producers. Model diagnostics reveal that serious selection bias exists, justifying use of a sample selection framework in stochastic frontier models. Results from the probit variety selection equation reveal that gross return (mainly powered by significantly higher Jasmine rice price), access to irrigation and education are the important determinants of choosing Jasmine rice. Results from the stochastic production frontier reveal that land, irrigation and fertilisers are the significant determinants of Jasmine rice productivity. Significantly lower productivity in Phitsanulok and Tung Gula Rong Hai provinces demonstrate the influence of biophysical and environmental factors on productivity performance. The mean level of technical efficiency is estimated at 0.63 suggesting that 59% [(100 ? 63)/63] of the productivity is lost due to technical inefficiency. Policy implications include measures to keep Jasmine rice price high, increase access to irrigation and fertiliser availability, as well as investment in education targeted to farm households which will synergistically increase adoption of Jasmine rice as well as farm productivity.

Neoclassical versus Frontier Production Models? Testing for the Skewness of Regression Residuals*

The empirical literature on production and cost functions is divided into two strands. The neoclassical approach concentrates on model parameters, while the frontier approach decomposes the disturbance term to a symmetric noise term and a positively skewed inefficiency term. We propose a theoretical justification for the skewness of the inefficiency term, arguing that this skewness is the key testable hypothesis of the frontier approach. We propose to test the regression residuals for skewness in order to distinguish the two competing approaches. Our test builds directly upon the asymmetry of regression residuals and does not require any prior distributional assumptions.     

Efficiency Considerations in the Additive Hazards Model with Current Status Data

For current status data, L IN , O AKES and Y ing (1998) proposed a procedure for estimation of the regression parameters in the additive hazards model that makes clever use of martingale theory. However, one of the outstanding problems posed in the paper was the issue of efficient estimation, as their estimators do not attain the semiparametric information bound. In this paper, we explore this issue and provide a characterization of the NPMLE. We conduct efficiency comparisons between the NPMLE and the procedure of L IN et al . (1998) analytically and numerically through analysis of a dataset from a tumorigenicity experiment.     

On seeking first to understand

There are fundamental differences between seeking-to-solve and seeking-to-understand. We are strongly biased toward seeking-to-solve on a number of dimensions. As a result, we are increasingly at risk in a world that is becoming increasingly complex and fast paced. We therefore need to understand these biases so that we can defend ourselves -- we need to develop (moral) concepts and methods of inquiry that transcend our dominant and pervasive analytical presuppositions.
